2. SURVEYS AND RESEARCH RELATED TO FORMATION OF CREATIVE CITIES ATTRACTING CREATIVE HUMAN RESOURCES

'Creative city', a place that attracts high growth industries of the 21st century, provides livable and sustainable places for life and work, and continuously appeals to entrepreneurs and investments: This is an idea that has fascinated a large number of city and regional governments of the world in the last twenty to thirty years, who desperately search effective solutions to declining manufacturing economies on whose bases they used to prosper. Newly developed cities in emerging economies, too, have recognized the value of creative city policy in their quick catch-up with advanced economies.

Our research will ask what kinds of creative city strategies can produce a virtuous circle of enhanced economic competitiveness and strategic investment in a city and the provision of the base and resources for high growth industries. We will take a theoretical approach to the task of identifying conditions under which these kinds of strategies will be effective and develop indices that can be used to predict their effectiveness.
